Facilities offered by Dubai Municipality for the People of Determination

As part of its concern to achieve the vision of “Developing a happy and sustainable city”, and in order to enhance its community responsibility, Dubai Municipality has been committed since its inception in 1957 to provide the highest levels of care for the People of Determination. It has also given priority to provide multiple and diverse services that are distinguished by quality to this category. The People of Determination have also been taken care of through updating, developing and facilitating the services offered to them in its facilities, service centers and projects in accordance with the best international standards and experiences. Dubai Municipality is also inspired by believing in the vision of Dubai government to transform the Emirate of Dubai to a city that is friendly to the People of Determination. 

Below is a summary of facilities and services provided by DM to the People of Determination

Free delivery facilities for People of Determination:

  • Service of buying organic fertilizers: People of Determination may request this service fully by phone, including delivery of the goods. This service can be requested through office No. 04-3331411 ext. 405/229/226.
  • Abattoir Services: Dubai Abattoirs provides the service of slaughtering animals, preparation and free home delivery of the meat for the People of Determination. This service can be requested by calling the landline No. 04-2672525 Ext: 200.
  • Request for technical report to determine damages and necessary maintenance works in buildings: This service is provided to the People of Determination at their homes where they can fill up the request.  This service may be requested by calling 04-6066882. All required documents and payments will be taken from the customer at home. 
  • Request of simple annex design for UAE Citizens’ homes/farms: The People of Determination customer is visited to complete the service fully from home (Filling up the request and taking the required documents). They will be visited again to approve the primary design, fee payment and delivery of permit. This service may be requested by calling 04-6066882.
  • Request for planning permits (Change in use, combining / dividing plots, adding a second villa on the plot): People of Determination may request this service by calling DM Call Center 800900, or by emailing at info@dm.gova.ae. They are served at home; a Municipality representative will visit them to receive the request.  They will be visited again to complete the service.
  • Request for purchasing / combining areas adjacent to the plot: People of Determination may request this service by calling DM Call Center 800900, or by emailing at info@dm.gova.ae. They are served at home; a Municipality representative will visit them to receive the request.  They will be visited again to complete the service.

Privilege facilities for People of Determination among nationals who own companies:

  • Giving priority to People of Determination with a bid price difference of 5%.
  • Exemption from registration and renewal fees for suppliers. 
  • Priority for People of Determination for placing purchase orders for less than Dhs10,000. 
  • Submit bank checks of the company instead of primary bank guarantee if it is not possible to issue a bank guarantee from the bank
  • Directing some offers exclusively to People of Determination. 
  • Giving priority in the disbursement of financial payments to companies of People of Determination.
  • They don’t need to be present at the office; they can receive documents by e-mail

Technical Facilities for People of Determination:

  • Provision of video conferencing service on the building permit system in the Building Department: to facilitate the process of follow up and discussion of the plans and comments by taking appointment electronically and following up the transactions without the need to visit the Municipality building, which makes it easier for the People of Determination to follow up their transactions.  
  • Dubai Municipality provides clarifications and inquiries service through the building permit system and all services of the Building Department to facilitate the consultants and contractors among the People of Determination. 
  • Live Chat services are provided through Dubai Municipality website for People of Determination.
  • Stamped construction license can be received electronically through Dubai Municipality website without the need to visit the Municipality. 
  • Certificate of completion can be received through the Dubai Municipality website with the provision of printing electronically if the building owner desires so without the need to visit and submit an application for the service.
  • Refund of insurance automatically with notification by SMS.

Facilities for exempting People of Determination from entry fees:

  • People of Determination and two accompanying persons are exempted from entry fees and other charges at the following facilities of Dubai Municipality:
    • Public Parks in the Emirate of Dubai
    • Children’s City
    • Dubai Safari
    • Dubai Frame
  • People of Determination are exempted from entry fee at Garden Glow at Zabeel Park.
  • Exemption from entry fee at Dolphin shows: To benefit from this service, please coordinate with Dubai Dolphinarium through telephone No. 04-3369773.

Infrastructure Facilities for People of determination:

  • Specialized passages and slopes are provided in all major parks to facilitate all People of Determination access the amenities and services and dedicated passages at the following beaches:
    • Mamzar Creek Beach
    • Mamzar Corniche Beach 
    • Jumeirah-3 Beach 
    • Umm Suqeim 1 and 2 Beach
  • Specialized passages at Ras Al-Khor Nature Reserves. 
  • Rough, non-slippery paths, with low slope, equipped with metal support arms on both sides are provided at the main entrance of the Municipality building and at its branch centers and public utilities.
  • Dedicated parking spaces are distributed for People of Determination near the parks beside each gate, and in all facilities and centers of Dubai Municipality. 
  • Electric Lifts for People of Determination and elderly. 
  • Escalators are provided in service centers which are equipped with side arms along the ladder. 
  • Specialized toilets are provided for the People of Determination in Dubai Municipality main building, its branch centres, facilities and public parks.
  • Customized entrances and automatic doors for the People of Determination. 
  • Low-height service counters that make it easier for the People of Determination for submitting their transactions.

 

Customer Care Facilities for People of Determination:

  • Availability of employees who are qualified to communicate with sign language to serve People of Determination at major parks and service centres.
  • Customer Service Officer and Service Officer for elderly at the Municipality main building.
  • Free wheelchair service in the main building, all branch centres, facilities and major public parks of Dubai Municipality as well as sign boards to find them.
  • Customized counter with special features for the People of Determination to receive their requests and inquiries.
  • Put pointers for the People of Determination (stickers on the ground) to lead them to the service delivery locations.
  • Provision of icons in the digital waiting device for the People of Determination and the elderly and transfer it directly to the reception counter to take care of their request. 
  • Provision of Club Car (Al Shoofa Initiative) at Dubai Birds & Pets Market, Warsan to facilitate internal movement.
  • Provision of Club Car for the movement of the People of Determination in the major public parks and Children’s City  

Health and Safety Facilities for People of determination:

  • Wheelchairs for emergency evacuation are provided to the People of Determination in the main building and Municipality branch centers such as Al Manara Center, Al Twar and Children’s City.
  • Provision of communication system in all of the People of Determination toilets in Zabeel Park in case of emergency or to ask for help.

Knowledge Facilities for People of Determination:

  • Children’s City provides multi-lingual guideline booklets 
  • Children City provides Short Stories in Braille for People of Determination with visual disabilities.
  • Customer Service Centers are provided with brochures and publications, visitor guides and awareness literature in Braille (Arabic and English).

Entertainment Facilities for People of determination:

  • Provision of specialized games for People of Determination (children) in all major public parks: Appropriate games are provided with the highest international standards for this category of society, to make the parks suitable for the People of Determination children to play along with their peers.
  • Service of specialized water chair for swimming (Car to Car service): It is a complimentary service provided at Al Mamzar beach for People of Determination visitors. The chair user can be used alone or with a companion, as they wish. This service can be requested from the Front Office Staff or through office phone No. 04-2966201 or mobile No. 050-8589897 or 050-8565086.
  • Provision of specialized physical fitness equipment for exercise and warm up for the People of Determination in order to help sports enthusiasts to follow the right methods of fitness in the following parks:
    • Mushrif Park
    • Zabeel Park
    • Pond parks 
    • Residential Neighborhood parks
